A/C ratings

I live in a oceanfront condo in Virginia Beach, Va and am getting ready to replace my central heat/ac unit. It is a wall pass-through unit, meaning it is an all in one unit with one side exposed to the outside. What is the difference between a 10 seer and a 12 seer unit? I've heard the that there is a great difference. I've also heard that effective 01/01/06, the only seer rating that will be offerred is a 13 seer, is that correct? I've also heard the the cost will be significant also, is that true? Also I've heard that it will not be available in the type of unit I need, is that true? Would it make dollars and sense for me to go ahead and purchase a 10 or 12 seer unit now or wait for the 13 seer units (if available in the type of unit I need)? Also what kind of cost savings can I expect from upgrading my unit to a newer one? I currently have unit that is approximately 18 years old with a 6.4 seer rating.
