Who can I contact for help with my adult son who is living with me?

I have a son who is 32 years of age who has been living with me for the past 6 years that I am sure is on drugs. I want to know if you could direct me to some kind of "Tough Love Program" that is for adults. I need help and don't know what to do. His father died 3 years ago and he has become very reclusive and has no motivation and is not working. He is very negative and hard to communicate with so I don't know what to do any more or where to start.
Please help me. I have been an enabler and I want to stop so I can help him.
