Painting on glass jars

I am working on a project that requires painting a glass jar on the outside and then painting a "face" on top of the base paint. I am having trouble getting my base paint to stick on the jar, it wants to flake off, therefore, the face also starts coming off. Do I need to apply something on the jar before the paint?
Also, after the face is painted and all is dry, what can I spray on the jar to "seal-in" the paint to protect it for future use?
