Power DVD & Power SVDII malfunction since upgrading to Windows XP

I have recently upgraded my Packard Bell Ixtreme 9275 1DVDR Serial No. 0076807200072 (Purchased in UK prior to my move to Australia)from Windows ME to Windows XP.
Since upgrading, PowerDVD (V.3.0) will not play a DVD -the following error message appears .. The TV Out port of your display card is not working. Problem Error F4D414436.
The PowerVCRII will not open at all.
I have tried to upgrade the tvout option but nothing has happened. The TV out option on the keyboard now no longer works which would activate the TV out option. I cannot use the TV option as the signal for Australia is different to UK so I really do not need the TV option now but it appears to be interfering with the operation of the DVD.
Your advice would be appreciated.
